PPE (Personal Protective Equipment) Guidance

Personal protective equipment (PPE) The Government has published guidance on implementing protective measures in education and childcare settings including PPE. The latest guidance can be found here. *************** As at 15 May 2020, the guidance on PPE states: Wearing a face covering or face mask in schools or other education settings is not recommended. Face coverings may be beneficial for short periods indoors where there is a risk of close social contact with people you do not usually meet and where social distancing and other measures cannot be maintained, for example on public transport or in some shops. This does not apply to schools or other education settings. Schools and other education or childcare settings should therefore not require staff, children and learners to wear face coverings. Changing habits, cleaning and hygiene are effective measures in controlling the spread of the virus. Face coverings (or any form of medical mask where instructed to be used for specific clinical reasons) should not be worn in any circumstance by those who may not be able to handle them as directed (for example, young children, or those with special educational needs or disabilities) as it may inadvertently increase the risk of transmission. The majority of staff in education settings will not require PPE beyond what they would normally need for their work, even if they are not always able to maintain a distance of 2 metres from others. PPE is only needed in a very small number of cases including: · children, young people and students whose care routinely already involves the use of PPE due to their intimate care needs should continue to receive their care in the same way · if a child, young person or other learner becomes unwell with symptoms of coronavirus while in their setting and needs direct personal care until they can return home. A fluid-resistant surgical face mask should be worn by the supervising adult if a distance of 2 metres cannot be maintained. If contact with the child or young person is necessary, then disposable gloves, a disposable apron and a fluid-resistant surgical face mask should be worn by the supervising adult. If a risk assessment determines that there is a risk of splashing to the eyes, for example from coughing, spitting, or vomiting, then eye protection should also be worn Education, childcare and children’s social care settings and providers should use their local supply chains to obtain PPE. Where this is not possible, and there is unmet urgent need for PPE in order to operate safely, they may approach their nearest local resilience forum. Read the guidance on safe working in education, childcare and children’s social care for more information about preventing and controlling infection, including the use of PPE. *************** Guidance in the use of PPE It is vitally important that staff using PPE in line with the Government guidance are trained how to do so properly. This link takes you to an NHS England video on the safe donning (wearing) and doffing (taking off) of PPE. Ordering of PPE The Government guidance suggests that educational settings use their own supply routes to access PPE and if there is an urgent need to contact their local authority. We have compiled a list of known local PPE providers and this is provided at the link below for your reference. Please note that we cannot recommend any supplier and settings should apply their own procurement process to ensure that PPE ordered will meet its needs. We have recently written to schools and settings with details of how to make an urgent request. If you do not usually order PPE then you should secure a supplier for this equipment. Please see the attached document for a list of wholesalers. How should daily cleaning regimes be managed? We recommend that all educational settings follow the Public Health England guidance on cleaning for non-healthcare settings. Toys and equipment should be cleaned and disinfected regularly, using normal household detergents. Soft or cuddly toys should not be shared between pupils or students. All children, young people and staff should wash hands on arrival at their educational setting, and more regularly throughout the day. *************** PPE advice from Public Health Services Dear Head Teacher Please can you ensure that all staff using PPE watch the information in this link about how to put on and take of PPE safely before starting to use PPE. This will ensure minimum risk both to your staff and the children in your school. If you do not usually order PPE then you should secure a supplier for this equipment. Dear colleagues Whilst the challenges for education leaders show no sign of abating, I do hope that you managed to enjoy some rest and sunshine over the past few days. Today’s DfE email includes updated guidance on the supply of personal protective equipment (PPE). We will be writing tomorrow with further details of PPE suppliers and arrangements for urgent PPE requests. School leaders please continue to submit the DfE daily attendance return, which is very important to both local and national planning. The form has now been amended to capture: • how many children are attending in eligible year groups • numbers of vulnerable children and children of critical workers attending • numbers of staff attending Early Years colleagues please ensure that the EY Team is updated with your current status and numbers of children attending where applicable. This information is used to inform the twice weekly return to the DfE and for local planning. Stay safe and well. Wider opening of educational settings Today, children in early years, Reception, year 1 and year 6 began returning to primary schools and early years settings. We would like to thank teachers, senior leaders, support staff and all those working in education who have continued to support children throughout the coronavirus (COVID-19) outbreak and have worked hard to prepare for the wider opening of education and childcare settings. Handwashing and respiratory hygiene posters The e-Bug project is led by Public Health England and has a dedicated webpage for learning resources on hand washing and respiratory hygiene. E-Bug has published posters on hand hygiene, and covering coughs and sneezes, to display in bathrooms, classrooms and shared spaces. The hand and respiratory hygiene posters and other educational resources can be found here: https://e-bug.eu/eng_home.aspx?cc=eng&ss=1&t=Information%20about%20the%20Coronavirus Updated guidance on supply of personal protective equipment (PPE) If education or childcare settings cannot obtain the personal protective equipment (PPE) they need, they should approach their local authority to help. Local authorities should, wherever possible, support them to access local PPE markets and available stock. If the local authority is not able to meet the PPE needs of education and childcare providers, the local authority should approach their nearest local resilience forum which will allocate stock if it is available. If neither the local authority or local resilience forum is able to respond to an education or childcare setting’s unmet urgent need for PPE, the setting will need to make their own judgement in line with their risk assessment as to whether it is safe to continue to operate. If children’s homes, secure children’s homes, residential special schools, or other children’s social care settings have an unmet urgent need for PPE in order to operate safely, they should continue to approach their local resilience forum. The arrangements for students who are distance learning will apply until 31 July 2020, when they will be reviewed. Early years We know there has been confusion in some areas around the use of community venues and places of worship for childcare provision, as these venues are currently supposed to be closed. We have been working with the DfE to urgently clarify the position and can confirm that as of Monday 1 June, community centres and places of worship will be allowed to open for providers on the Early Years Register which usually use those premises to deliver formal childcare. The relevant regulations are being amended to clarify this position.
